(17 December 1993) (94/C 268/98 ) A Commission proposal for an administrative arrangement between Member States to deal with the backlog of 'T' forms has regrettably been blocked by one Member State. The Commission will continue its attempts to persuade Member States to adopt a pragmatic solution.
