Answer given by Mrs de Palacio on behalf of the Commission (6 April 2001) The Commission has proposed to Parliament and Council to adopt common requirements on commercial operations by aeroplanes within the framework of Council Regulation (EEC) No 3922/91 of 16 December 1991 on the harmonisation of technical requirements and administrative procedures in the field of civil aviation (1).
