Answer given by Mr Vitorino on behalf of the Commission (7 March 2002) It is impossible to estimate with any precision the numbers of illegal residents living in the major cities of the Union. Evidence from regularisation programmes over the last few years indicate, however, that many of them are known to the authorities (having overstayed their original visas) and have a job.
