The EU has repeatedly called upon both parties to break the cycle of violence. On 10 April 2002, in a joint statement with the UN Secretary-General, the US and Russia, the Presidency and the High Representative i.a. called upon Israel to refrain from the excessive use of force and undertake all possible efforts to ensure the protection of civilians.
