Answer given by Mr Monti on behalf of the Commission (5 August 2002) Article 87(2)(b) of the EC Treaty provides that aid to make good the damage caused by natural disasters or exceptional occurrences shall be compatible with the common market. Normal entrepreneurial or insurable risks are generally not considered ‘natural disasters’ or ‘exceptional occurrences’.
