Answer given by Mr Fischler on behalf of the Commission (17 September 2002) The Guarantee Section of the European Agricultural Guidance and Guarantee Fund (EAGGF) uses non- differentiated appropriations; commitment appropriations are therefore identical to payment appropri- ations.
