Answer given by Mrs Wallström on behalf of the Commission (29 November 2002) With the environment chapter in the accession negotiations provisionally closed for 10 candidate countries, one transitional measure has been agreed by the Council for Malta in the application of Directive 79/409/EEC of 2 April 1979, on the conservation of wild birds, hereafter ‘Birds Directive’ (1).
