De conclusie is dat de functie van appellanten, zoals omschreven in het samenstel van werkzaamheden, wat betreft het niveaubepalende element verantwoordelijkheid niet voldoet aan de referentiefunctie Groepschef B. Daarmee is de waardering van hun functie op het niveau van de referentiefunctie Groepschef A geenszins onhoudbaar.
