Essentie: excessief declareren. Tarief noch aantal uren is onredelijk. Voorstel om bij positief resultaat een hoger uurtarief te hanteren is op zichzelf toelaatbaar. Twaalf minuten besteden aan studie is alleszins aanvaardbaar, ook al zou sprake zijn van een tarief gebaseerd op specialistische kennis.
