Tho act of 24 February, 1843, (Acts p. 19, ss. 17, 18) creating the parish of Bossier, confers upon the police jury of that parish the exclusive power of establishing ferries within its limits, .and grants it the further authority to declare, “ the penalties for all violations of the privileges of ferry which they may award.
