By the first eleven sections of the Act of 3d April 1851, “to reduce the expenses of collecting state and county taxes in the county of Venango,” persons paying taxes in that county, to the county treasurer, on or before the first day of August, in the year for which they are assessed, are entitled to a deduction of five per cent.
