On the 31st of August, 1868, the city of Indianapolis, Indiana, passed “An ordinance to provide for the securing of the embankment, and grading and gravelling the alley, in. square ninety-six, on the west bank of Pogue’s Eun, between South and McbTabb streets.”

Indianapolis is a city, organized under the general law of this State for the incorporation of cities.
