“Unless otherwise specially provided, all fines and forfeitures imposed by a justice of the peace for offences against the. police of towns, and violations of by-laws of towns, shall be for the use of the town in which the offence was committed; all fines and forfeitures imposed by a police court shall be for the use of the town in which the court is established; and all other fines
