CHATFIELD, District Judge.

On the afternoon of March 23, 1907, the day being clear and no breeze of consequence interfering, the Rhode Island (a barge laden with coal, and towed with six others by the Minnie) struck what is known as the Steep or Scaly Rocks at the south side of the channel, immediately east of Hell Gate, in the East River.
