This action arises under the workmen’s compensation act. It was brought by the state of Washington against the city of Seattle to recover the premiums due the accident fund provided for in the act, upon the pay rolls of the various contractors performing public work for the city of Seattle between October 1, 1911, and December 20, 1911.
