This is a proceeding brought under title 2, section 9, of the National Prohibition Act (27 USCA § 21) to review the revocation of a permit issued to the plaintiff, a licensed pharmacist in Baltimore, to fill physicians’ prescriptions for liquor, and also to abate taxes and penalties assessed against the plaintiff pursuant to the Revenue Acts of 1918 (40 Stat.
