This is an appeal from an order dismissing plaintiffs ’ hill of complaint. June 21,1934, the city commission of Grand Rapids passed a resolution authorizing the employment of taxpayers, who were delinquent in their 1929 and 1930 tax. This work was conducted under the supervision of the city manager and Louis Boynton, his assistant, was put in charge of the problem.
