This is an appeal from a decision of a single judge reported in Eeap. Dec. 6284, in which he found the proper dutiable value of certain unbound books in sheets to be the appraised value *278thereof. The merchandise consisted of what is described on the invoice as “5000 Oxford Dictionary of Quotations. Folded and collated’,” which were exported from England on July 30, 1941.
