JOHNSON, District Judge.

This action was instituted on August 3, 1961, by the Attorney General in the name of the United States pursuant to the provisions of Part IV of the Civil Eights Act of 1957 (42 U.S.C.A. § 1971, 71 Stat. 637), as amended by the Civil Eights Act of 1960 (74 Stat. 90).
