delivered the opinion of the Court.
On January 3, 1957 appellee Román Montalvo suffered serious injuries while he was inspecting a building under construction within the scope of his work which he was then performing as supervisor of constructions connected with the Bureau of Permits of the Planning Board. The State Insurance Fund made an investigation of the accident.
