This is an action for a declaratory judgment. Plaintiff, Standard-Triumph Motor Co., Inc., is an importer of certain British made automobiles and parts. These are imported into the United States through the Port of Houston for sale in the states of Texas, New Mexico, Oklahoma, Kansas and Arkansas.
