NORTHROP, District Judge.

Petitioner, Banks, was convicted of possessing narcotics and, under Maryland’s third offender law, was sentenced to 15 years by the Criminal Court of Baltimore, Judge Carter presiding. He now applies for a writ of habeas corpus, having exhausted all the remedies afforded by the state.
