In the trial court, plaintiff Richard W. Lock filed a petition asking for injunctions against one of the defendants, the Grove Municipal Services Authority, to prevent said Authority from operating water and sewer systems within the town of Grove, Oklahoma; and preventing it from completing the construction of, operating and maintaining a natural gas distribution
