Per Curiam.

The two actions involve identical questions relating to different properties. For purposes of discussion, only one will be referred to, but the conclusions reached apply-to both.

The complaint seeks a judgment declaring unconstitutional the city rent law, particularly as amended pursuant to Local Law No. 41 of the City of New York of 1967.
