WINTER, Circuit Judge:

The Attorney General instituted this action under § 707(a) of Title VII of the Civil Rights Act of 1964, 42 U.S.C. A. § 2000e-6(a), upon a recommendation of the Equal Employment Opportunity Commission referred to him pursuant to § 705(g) (6) of the Act, 42 U.S.C.A. § 2000e-4(f) (6).
