We earlier remanded the record in these cases to the District of Columbia Minimum Wage and Industrial Safety Board (hereinafter “the Wage Board”) to supply further *309findings of fact.1 The Wage Board has done so in a six-page supplemental record containing five pages of findings. These findings may be grouped into two parts.
