PER curiam:

A workman in the discharge of his duties suffered an accident caused by a third person. The Manager of the State Insurance Fund, subrogating himself in the rights of the workman, filed a complaint against the insurer *247of the person who caused the damage after the period of 90 days granted by § 31 of the Workmen’s Accident Com-, pensation Act, 11 L.P.R.A. § 32,1 had expired.
