On January 25, 1971, the Panel considered seventeen actions involving alleged securities law violations growing out of the financial difficulties of the Penn Central Transportation Company and ordered that coordinated or consolidated pretrial proceedings be held in the Eastern District of Pennsylvania pursuant to section 1407.
