This action challenges the constitutionality of the Wisconsin statute which provides for the filing of a juvenile delinquency petition without first holding a preliminary hearing or establishing probable cause before an independent magistrate. Sec. 48.19, Wis.Stats. Declaratory and injunctive relief are sought.
