PER CURIAM:

We agree with the District Court in holding that the complaint failed to allege a cause of action under 42 U.S.C. §§ 1981, 1983, 1985(3), 1986, and 1988, the Federal Civil Rights Act. We also agree with the District Court in holding that the claim of libel and slander was barred by the statute of limitations applicable to such a claim.
