R. C. 4903.13, the statutory authorization for appeals to this court from final orders of the Public Utilities Commission, provides that such orders “* * * *226shall be reversed, vacated, or modified by the Supreme Court on appeal, if, upon consideration of the record, such court is of the opinion the order was unlawful or unreasonable.
