delivered the opinion of the Court.
On December 15, 1969, the Secretary of Health removed Mrs. Rosa L. León Albóniga from her employment as Nurse IV at the Hospital Universitario of Río Piedras. Feeling aggrieved by this decision, the employee appealed to the Personnel Board. The Board delegated to its secretary the holding of public hearings, findings, and decision.
