MEMORANDUM OPINION

This action concerns claims for reparations under the Interstate Commerce Act. The case was instituted by a group of petroleum shippers attacking as unlawful the present rates of two common carriers by pipeline subject to Part I of the Interstate Commerce Act, 49 U.S.C. §§ 1-27, inclusive.
