Victory National Bank of Nowata [plaintiff] brought this action against Oklahoma State Bank of Vinita [defendant] to obtain a declaratory judgment that a certain certificate of deposit issued by defendant is a valid obligation of defendant in favor of plaintiff and plaintiff is entitled to recover at maturity from defendant the principal and interest payable under the certificate
