This is a third party action, brought pursuant to Rule 14 of the Federal Rules of Civil Procedure, which arose out of the case of Kelley v. Metropolitan County Board of Education of Nashville, Tennessee, a case whose history spans some eighteen years and represents the struggle to desegregate the Nashville public schools.
