PUTNAM, District Judge.

Plaintiff invokes the jurisdiction of this court under 28 U.S.C. § 1343 and 42 U.S.C. §§ 1981, 1983 and 1988. He also seeks convocation of a three-judge court pursuant to 28 U.S.C. § 2281 et seq. and injunctive relief against the enforcement of Article 1, Section 12 of the Louisiana Constitution of 1921,

and Article 313 of the Louisiana Code of Criminal Procedure.
