This case is being brought, as a class action, pursuant to Rule 23(a) and 23(b) (2) of the Federal Rules of Civil Procedure,

jurisdiction arising under 42 U.S.C. § 1983 with plaintiffs seeking declaratory and injunctive relief under 28 U.S.C. §§ 2201-2202 against defendants who are connected with the Virginia Welfare System.
