The Commonwealth of Virginia appeals the district court’s denial of Virginia’s motion to intervene under Fed.R.Civ.P. 24(a)(2) in a suit by the Virginia Electric & Power Company (VEPCO) against Westinghouse Electric Corporation (Westinghouse).
