This appeal involves the constitutionality of RCW 43.51.063, dealing with a lease of parklands for television stations.

KVOS Television Corporation (KVOS) executed a 20-year lease with the State of Washington acting through the Washington State Parks and Recreation Commission on August 11, 1954. The area of land leased is on top of Mt.
