Plaintiff is a former Army Chaplain who was involuntarily separated from the military in 1976. He sues under the Privacy Act, 5 U.S.C. § 552a,

et seq.,

asking the Court to determine the quality and efficiency of his military services for the period May 1 to November 1,1971.
