This is an appeal from the judgment of the Circuit Court, Second Judicial Circuit, which reversed a decision of a hearing examiner for the Department of Social Services. The Department had denied the respondent’s nursing home a contract to continue to participate in the Medicaid program. The hearing examiner upheld the Department’s action, but the trial court reversed.
