Intervenor Peoples Gas, Light, and Coke Company filed a rate increase with defendant Illinois Commerce Commission. The Commission determined that hearings concerning the propriety and reasonableness of the proposed rate increase were appropriate and allowed plaintiff Chicago Area Recycling Group to intervene.
