In 1972, James Fowler, then an inmate at the Green Haven Correctional Facility, filed this suit under 42 U.S.C. § 1983, alleging that his constitutional rights had been violated by Joseph Powers, a guard at Green Haven, and by Leon Vincent, the facility’s warden.
