Miller Brewing Company (“Miller”) complained against Carling O’Keefe Breweries of Canada, Ltd.,

(“Carling”) and Taft Broadcasting Company (“Taft”) alleging that the broadcasts of three television commercials which advertise and promote Car-ling’s HIGHLITE low calorie beer by a federally licensed television station (WGR-TV) owned and operated in
