BOOCHEVER, Chief Justice.

This case presents difficult questions concerning the waiver of juvenile jurisdiction. *609A petition charging F.S., a minor, with first degree murder was filed on February 1, 1978. Thereafter, the state filed a motion for waiver of juvenile jurisdiction pursuant to AS 47.10.060(a)1 and Children’s Rule 3.
