In this case the defendants were attempting to take the depositions of the Mayor and Board of Selectmen of the City of Plaquemine, which is a plaintiff in one of the consolidated cases. On December 9, 1977, the date of the depositions, the first witness scheduled was Mr. Russell Haydel, one of the selectmen.
