MEMORANDUM OF DECISION AND ORDER

DUPREE, District Judge.

Plaintiff James C. Galloway seeks to represent between 80,000 to 200,000 tobacco farmers from across four states who have allegedly been damaged by thirty corporate defendants committing antitrust violations over a five-year period in the sale of tobacco.
