OPINION

This is an appeal from the September 28, 1978, decision by the Government Employees Service Commission (GESC) affirming the termination of Louise Miller’s (petitioner) employment as a nurse-midwife at Knud-Hansen Memorial *424Hospital. Petitioner asserts that the GESC’s decision should be overturned on procedural and substantive grounds.
