Plaintiffs in this civil rights action, 42 U.S.C. § 1983, seeking injunctive and declaratory relief, challenge the constitutionality of three Georgia criminal statutes: (1) Ga.Code § 79A-811.1 proscribing the sale or offer of “drug-related objects” to anyone, enacted in 1978 and subsequently repealed, (2) Ga.Code § 79A-811.
