MEMORANDUM OF DECISION

This is a tort action against the Commonwealth arising out of an incident which occurred on March 1, 19.74. The action of the Legislature abolishing governmental immunity in large measure applies only to causes of action arising on or after August 16,1977, St. 1978, c. 512, § § 15,16, and thus has no application here.
